Eliminates the prohibition preventing county shoreland zoning ordinances from being more restrictive than Department of Natural Resources (DNR) standards

Removes the restriction barring counties from regulating construction on substandard lots more strictly than DNR shoreland zoning standards

Allows DNR to appeal county decisions to grant or deny shoreland zoning variances, removing the current exception that limited DNR to only issuing opinions upon request

Removes statutory language about "impairing landowner interests" while maintaining prohibitions on certain shoreland zoning regulations

Permits DNR and counties to impose fees for maintenance, repair, replacement, restoration, rebuilding, remodeling, or vertical expansion of nonconforming structures in shoreland areas
