Eliminates the cumulative preference point system for sharp-tailed grouse hunting permits five years after enactment, replacing it with a random lottery system for both residents and nonresidents

Increases the processing fee for sharp-tailed grouse hunting permit applications from $2.75 to $9.75

Dedicates $7 of each permit processing fee to a new appropriation for administering sharp-tailed grouse hunting permits and for grouse management and research activities

Allows DNR to reallocate unused resident permits to nonresidents and vice versa if demand in one category is lower than available permits
