Prohibits the Wisconsin Department of Health Services from seeking recovery of pregnancy and birth expenses from alleged fathers when those expenses were paid through Medical Assistance (Medicaid) for unmarried recipients

Removes the automatic assignment to the state of rights to recover birth expenses from fathers when a mother applies for Medical Assistance

Prohibits courts from ordering fathers to reimburse the state for Medical Assistance-covered birth expenses in paternity judgments, though fathers may still be ordered to pay up to half of actual pregnancy and birth expenses not covered by the state

Eliminates state recovery of birth expenses previously allowed when mothers were enrolled in HMOs or prepaid health plans under Medical Assistance

Applies to paternity orders and judgments issued on or after the bill's effective date
