Department of Health Services must request federal waivers or state plan amendments to enable Medical Assistance (Medicaid) reimbursement for certified doula services, including childbirth education, emotional support, and physical support during pregnancy, labor, birth, and postpartum

Hospitals and birthing centers must adopt written policies within 7 months of enactment allowing Medical Assistance recipients to be accompanied by a certified doula of their choice before, during, and after childbirth

Doulas cannot be counted against facility quotas for support persons or guests accompanying patients

Hospitals and birthing centers must publish doula access policies and contact information on their websites to facilitate communication with certified doulas and doula organizations

Hospitals are shielded from liability for doula acts or omissions solely based on permitting doula access; doula access may be restricted when inconsistent with generally accepted medical standards or practices
