"Lobbyist" defined as an individual compensated to influence state legislative action or administrative rule-making; part-time lobbyists qualify if they make lobbying communications on at least 5 days during a 6-month reporting period

Civil penalty of up to $5,000 per violation for non-compliance

Intentional violations constitute a misdemeanor punishable by fines of $100 to $5,000, up to one year imprisonment, or both

Creates new section 19.45 (8m) of Wisconsin statutes; referred to Committee on State Affairs
