Intentionally depositing 4 or more tires on another person's private property becomes a Class A misdemeanor, punishable by up to 9 months imprisonment, a fine up to $10,000, or both

Courts must order restitution equal to the property owner's actual costs for properly disposing of the illegally dumped tires

Current law only imposes a civil forfeiture of up to $1,000 for depositing tires on public or private property; this bill escalates the offense to criminal status when 4+ tires are involved on private land

Creates new statute section 943.018 and adds restitution provision under 973.20 (4r)
