Defines "data center" as a facility primarily for storing, managing, and processing digital data that has at least 5,000 servers, occupies at least 10,000 square feet, or has electricity demand of at least 100 megawatts

Requires 100% of data center energy come from newly built, directly accessible renewable energy sources, with construction contractors paying prevailing or collectively bargained wages

Mandates protections for residential customers including prohibitions on shifting data center energy, water, and infrastructure costs to them, plus elimination of state and local financial subsidies for data centers

Requires local voter approval by referendum before data center construction, mandatory public reporting of water and electricity usage, and bans nondisclosure agreements between data centers, developers, utilities, and local officials
