Requires full-service pharmacies and major grocery stores (15,000+ sq ft) to provide 60-day advance written notice before permanent closure to employees, union representatives, local officials, and the county board chairperson, regardless of employer size or number of affected employees

Affected employees who do not receive timely notice may recover up to 60 days of pay at their regular rate plus the value of lost benefits, including medical costs that would have been covered

Employers who fail to notify local officials face penalties of $1,000-$5,000 per day of violation, potential suspension/revocation of alcohol beverage licenses, and possible revocation of business tax registration or seller's permits

Exempts employers who relocate the pharmacy or grocery store within 2 miles of the closing location and offer employment to all affected workers with no more than a 6-month break

Temporary closures under 90 days for public health emergencies or renovations are excluded from the permanent closure definition
