Department of Public Instruction must contract with a Wisconsin-based 501(c)(3) nonprofit organization to establish a fine arts teacher mentorship program for beginning music, art, and performing arts teachers, starting in the 2026-27 school year.

Appropriates $50,000 in GPR funding for fiscal year 2025-26 and $50,000 for fiscal year 2026-27, with the nonprofit organization required to match the state funding (in-kind contributions may count toward the match).

Program must provide classroom guidance, resources and financial assistance for state conferences, connections between beginning teachers and experienced or retired mentors, and materials to prepare teachers and K-12 students for performances and festivals.

Nonprofit organization must submit quarterly reports to DPI detailing compliance with program requirements and expenditures, and no funds may be disbursed until the nonprofit demonstrates it will meet the matching requirement.

State superintendent may suspend, revoke, or refuse to renew the contract for good cause, and mentors may be reimbursed for business travel expenses at rates not exceeding IRS standard rates.
