Health insurance policies providing habilitative or rehabilitative services must cover speech therapy for stuttering treatment, including developmental stuttering, delivered in-person or via telehealth

Coverage cannot be subject to annual benefit limits, visit limits to speech-language pathologists, prior authorization requirements, or medical necessity determinations

Medical Assistance (Medicaid) program must cover habilitative and rehabilitative speech therapy services for stuttering treatment

Speech therapy is explicitly added as a form of "special treatment or care" that courts may order for children in need of protection or services (CHIPS)

Office of the Commissioner of Insurance must determine within 90 days whether coverage requirements exceed federal essential health benefits and, if so, apply for a federal waiver within 180 days to avoid state cost defrayal obligations
