Creates an exception to current state preemption, allowing cities, villages, towns, and counties to enact "good cause" eviction ordinances requiring landlords to make good faith lease renewal offers unless justified reasons for nonrenewal exist

Authorizes local governments to establish notice requirements and timeframes for lease renewal offers and tenant responses

Permits local ordinances to regulate when landlords may enter occupied premises to show units to prospective tenants and when landlords may sign leases with new tenants for subsequent periods

Allows local governments to establish penalties for violations, including private causes of action and mandatory relocation assistance payments from landlords to tenants

Permits ordinances to prohibit waiver of these tenant protections in lease agreements
