Defines "rental or housing assistance" to include Section 8 vouchers (42 USC 1437f), HOME Investment Partnerships Program funds, and Community Development Block Grant program assistance administered by HUD

Exempts small landlords who own 4 or fewer dwelling units from the new requirement to accept housing assistance recipients

Amends existing anti-discrimination definitions to include the new protected class alongside current protections for sex, race, color, sexual orientation, disability, religion, national origin, marital status, family status, victim status, lawful source of income, age, and ancestry
