Requires the state to pay municipalities the full negotiated amount for municipal services provided to state facilities, eliminating the current practice of prorating payments when appropriations are insufficient

Changes the appropriation from a scheduled amount to a "sum sufficient" appropriation, ensuring adequate funding for complete payments

Mandates payments "in full" at established rates for water, sewer, electrical services, garbage and trash disposal, and other services provided to state facilities

Applies to payments beginning in 2026
