Creates a "transition to grazing pilot program" within the Department of Agriculture, Trade and Consumer Protection to provide grants and support to farmers implementing forage-based managed grazing systems

Appropriates $500,000 annually from the environmental fund for fiscal years 2025-26 and 2026-27 to fund the program

Limits individual grants to $40,000 maximum per grantee, with up to 75% disbursed in year one and up to 12.5% in each of years two and three

Eligible grant uses include establishing perennial forages, infrastructure costs (fencing, watering systems), technical assistance from certified grazing specialists, and incentive payments during the 3-year transition period

Adds 0.5 FTE position at DATCP to support program administration and requires the department to support the state's forage-fed livestock supply chain including processors, distributors, and markets
