Reorganizes Wisconsin's battery statutes (ss. 940.19-940.208) into a new subchapter III of Chapter 940, grouping offenses by whether they are based on the identity of the actor or the identity of the victim

Consolidates threats to commit battery into a single new crime called "Threatening to cause bodily harm" (s. 947.016), moved to the chapter on crimes against public peace

Expands the definition of "family member" for special circumstances battery offenses to include grandparents and legal guardians

Adds "jail" to the list of facilities where battery by prisoners constitutes a Class H felony, and renames "Physical abuse of an elder person" to "Battery to an elder person"

Makes no changes to existing penalties for any battery offense; includes extensive cross-reference updates throughout Wisconsin statutes to reflect the new statutory numbering
