Exempts certain parties from Wisconsin's "spills law" requirements regarding PFAS (perfluoroalkyl and polyfluoroalkyl substances) contamination, including notification, environmental restoration, and reimbursement obligations to DNR

Covered exemptions include: persons who spread PFAS-contaminated biosolids under valid permits, landowners where permitted biosolid spreading occurred, fire departments/airports/municipalities that used PFAS for emergencies or training per federal regulations, and solid waste facilities that accepted PFAS

Property owners, lessees, or managers are exempt if PFAS contamination did not originate on their property, unless they also control the property where the discharge originated

Exemption requires the person to grant DNR permission to remediate the contaminated land at DNR's expense, shifting cleanup costs from private parties to the state
