DNR must create a Municipal PFAS Grant Program providing grants to municipalities for PFAS testing at water systems and wastewater facilities, with additional grants up to $1,800 for non-municipal water systems and up to $15,000 for private landfills to test leachate

Establishes an Innocent Landowner Grant Program with grants up to $250,000 for eligible parties including farmers who spread PFAS-contaminated biosolids, fire departments that used PFAS foam, and property owners where contamination did not originate

Exempts innocent landowners and others from "spills law" cleanup requirements for PFAS contamination if PFAS levels do not exceed state or federal standards, and prohibits DNR from blocking construction projects based on PFAS presence unless there is substantial public health risk

Requires DNR and UW System to conduct studies on PFAS treatment methods, biosolids disposal options, PFAS destruction technologies, and PFAS migration into Green Bay and the Wisconsin/Mississippi Rivers, with an interactive map of all PFAS testing data

Authorizes water utilities to begin emergency PFAS-related projects up to $2,000,000 without prior Public Service Commission approval, and allows municipal utilities to use revenues for PFAS source reduction measures at customer facilities
