Prohibits motor vehicle manufacturers from employing technological or legal barriers that impair owners' and repair facilities' access to vehicle-generated data, critical repair information, tools, or the ability to use independent towing and service providers

Requires manufacturers to provide vehicle owners unrestricted, fee-free access to vehicle-generated data, including through standardized wireless platforms for vehicles with telematics systems

Mandates manufacturers provide critical repair information and tools to owners, aftermarket parts manufacturers, repair facilities, distributors, and service providers at fair, reasonable, and nondiscriminatory cost

Prohibits manufacturers from mandating specific brands of parts, tools, or equipment in repair procedures (except for recall and warranty repairs), and requires prominent disclosure notices when recommending particular brands

Establishes a forfeiture penalty of up to $10,000 per violation, with each prohibited act and each day of knowing violation counted as a separate offense
