Increases penalties for allowing an unlicensed person to operate a motor vehicle from a maximum $100 forfeiture to fines up to $1,000 for first offense and up to $10,000 for second or subsequent offenses

Applies the same increased penalty structure to renting motor vehicles, trailers, or semitrailers to unlicensed operators

Removes the knowledge requirement so vehicle owners, controllers, and rental companies can be held liable regardless of whether they knew the operator lacked authorization

Amends Wisconsin statutes 343.45 and 343.46 governing motor vehicle operation authorization

Applies to violations committed on or after the effective date of the act
