Repeals section 175.095 of Wisconsin statutes, eliminating the requirement for daylight saving time which currently begins at 2 a.m. on the second Sunday in March and ends at 2 a.m. on the first Sunday in November

Wisconsin would observe standard time year-round, permitted under federal law for states that lie entirely within one timezone

Removes special closing hour exceptions for Class "B" and Class "C" licensed premises that currently allow extended hours (until 3:30 a.m.) on the Sunday when daylight saving time begins

Amends statutory time references to remove daylight saving time provisions, making standard time the sole reference point

Takes effect on the first January 1 after publication
