Prohibits state agencies and local governments from restricting the use or sale of motor vehicles based on their energy source, whether for propulsion or other vehicle functions

Prohibits state agencies and local governments from restricting the use or sale of any device based on the energy source that powers or is consumed by the device

Exempts government purchasing policies, allowing state agencies and local governments to maintain their own policies for buying vehicles for official use

Defines "local governmental unit" broadly to include political subdivisions, special purpose districts, and their agencies or corporations

Creates new statute section 995.80 titled "Regulation based on energy source"
