Updates Wisconsin statutes to reference the federal Workforce Innovation and Opportunity Act of 2014, replacing the outdated Workforce Investment Act of 1998

Requires state agencies operating workforce development programs to track and report six performance metrics, including employment rates at 2nd and 4th quarters after program exit, median earnings, credential attainment, measurable skill gains, and job retention with the same employer

Defines "workforce development program or activity" to include Transform Milwaukee Jobs, Transitional Jobs, Department of Corrections reintegration initiatives, Wisconsin Works, and programs funded by the federal American Rescue Plan Act of 2021

Mandates publication of workforce program performance data on a single state-maintained website, with annual updates and reports submitted to appropriate legislative standing committees

Exempts agencies from reporting data on minors or when reporting would violate federal confidentiality requirements
