Prohibits cities, villages, towns, and counties in Wisconsin from spending public funds on guaranteed income programs that provide regular, unconditional cash payments to individuals

Defines "guaranteed income program" as regular periodic cash payments that are unearned and may be used for any purpose, excluding programs requiring work or training attendance

Bans use of shared revenue payments, tax levy revenues, and fee revenues for such programs

Creates new section 66.0601 (1) (d) in Wisconsin statutes
