Requires municipalities to pass an ordinance providing 100% matching funds for their volunteer fire departments or fire companies to be eligible for the state grants

Mandates that volunteer fire departments or companies return any unspent grant money to DOA for deposit in the general fund at the end of each calendar year

Requires DOA to submit annual reports to the legislature in years 6, 7, and 8 after the program begins, tracking the number of grant recipients and how many remain active firefighters in Wisconsin
