Amends Wisconsin statute 757.05(1)(a) to require proportional reduction of the 26% penalty surcharge when a court reduces a fine or forfeiture, not just when suspended

Current law already requires proportional reduction of the penalty surcharge when fines or forfeitures are suspended in whole or in part

Penalty surcharge of 26% applies to fines for state law violations and municipal/county ordinance violations, with exceptions for smoking violations, financial responsibility violations, nonmoving traffic violations, and safety belt violations
