Beginning January 1, 2027, the Department of Health Services must increase Medical Assistance reimbursement rates for ambulance responses where patients are not transported (HCPCS code A0998) to match the rate paid for basic life support emergency transport services (HCPCS code A0429).

The Emergency Medical Services Board must submit an annual report to the legislature by September 15 on state and national changes to the scope of practice for emergency medical responders and EMS practitioners, including how those changes may affect training requirements.

Expenditures for fees apportioned to municipalities operating joint fire departments or joint emergency medical services districts that are exempt from local levy limits will no longer count toward determining eligibility for the state's expenditure restraint incentive program.

Municipalities qualify for expenditure restraint payments if their property tax levy exceeds 5 mills and their annual budget increase stays below the sum of inflation and new construction valuation factors.
