School boards must adopt policies by July 1, 2026, prohibiting students from using personal wireless communication devices (cell phones, tablets, laptops, gaming devices) during instructional time; school district-issued devices are exempt

Required exceptions to the ban include emergencies or perceived threats, managing student health care, uses specified in IEPs or Section 504 plans, and teacher-authorized educational purposes

School boards may include consequences for violations, including confiscation of devices for the remainder of the school day

Policies must be submitted to the Department of Public Instruction by October 1, 2026, with annual reporting on policy changes required each October 1 thereafter; DPI must forward policies to the Office of School Safety and Legislative Council within 14 days

School boards may adopt policies more restrictive than the minimum requirements, and must annually provide enrolled students with a copy of the policy
