Eliminates the requirement for the Attorney General to prepare explanatory statements for statewide referendum ballot questions, transferring this responsibility to the legislature itself

Requires each constitutional amendment or statewide referendum passed by the legislature to include a "complete state referendum disclosure notice" containing: the referendum date, full ballot question text, plain language summary of current law, explanation of the proposal's effect, and explanation of "yes" and "no" vote consequences

Limits the plain language explanatory content (current law summary, proposal effect, and vote explanations) to one page maximum on 8.5" x 11" paper in at least 12-point font

Mandates the disclosure notice be published on MyVote Wisconsin and county clerk websites at least 30 days before the referendum, posted at polling places on election day, and included with absentee ballots

Requires county clerks to continue preparing explanatory statements for local referenda, with corporation counsel handling county questions and local attorneys handling municipal or special district questions
