Authorizes the Division of Emergency Management to enter into an agreement with FEMA under the federal STORM Act (P.L. 116-284) to establish a hazard mitigation revolving loan program for local governments, with the state required to transfer 10% of federal funds received from the general fund to a new Hazard Mitigation Revolving Loan Fund beginning June 30, 2026

Requires DNR to create a Great Lakes erosion control revolving loan program to assist municipalities and homeowners on Lake Michigan or Lake Superior shorelines where structural integrity is threatened by erosion

Appropriates $5,000,000 from the environmental fund to DNR for the Great Lakes erosion control program and adds 0.5 FTE position to administer it

Grants DNR authority to promulgate emergency rules for the erosion control program without standard emergency findings, with emergency rules remaining in effect up to 25 months or until permanent rules take effect

Takes effect the day after publication or the 2nd day after publication of the 2025 biennial budget act, whichever is later
