High schools with enrollment of 1-499 pupils may now directly designate one senior with the highest GPA as a scholarship recipient, lowering the previous threshold from 80 pupils

Excludes students enrolled in home-based private educational programs from eligibility for the academic excellence higher education scholarship

Repeals provisions related to the separate nomination and selection process that applied specifically to schools with fewer than 80 pupils
