Creates an exemption from Wisconsin's public smoking ban for tobacco bars established on or after June 4, 2009, that permit only cigar and pipe smoking

Prohibits persons under age 21 from entering exempt tobacco bars and requires conspicuous signage indicating smoking is allowed

Requires all employees to sign written acknowledgements that they will be exposed to secondhand smoke

Excludes retail food establishments from qualifying for the exemption

Mandates tobacco bars submit building plans demonstrating sufficient air filtration and exhaust systems when applying for or renewing Class "B" or "Class B" liquor licenses
