Authorizes town treasurers to appoint multiple deputies (previously limited to one) and removes residency requirements for both deputy town clerks and deputy town treasurers

Expands publication options for town budget hearing notices to match cities and villages, allowing newspaper publication, posting in three locations, or posting in one location plus the town website (previously towns could only post in three locations)

Removes "traveled" from the criteria for determining whether a highway remains public, leaving only "opened" or "worked" as qualifying uses within the 4-year period after a highway is laid out
