Out-of-state registered vehicles will be classified as ATVs or UTVs based on the manufacturer's certificate of origin, regardless of how the other state registered them

Creates new definition of "hybrid trail" as a combined ATV trail and route where ATVs and motor vehicles share the same surface to connect trails or reach services

Out-of-state ATVs and UTVs that don't meet Wisconsin's size/specification definitions are prohibited from operating on Wisconsin highways, ATV routes, or ATV trails and cannot obtain nonresident trail passes

Expands the definition of "public all-terrain vehicle corridor" to include hybrid trails and ATV routes

Adds "utility terrain vehicle" to the statutory definition section and clarifies UTVs are not considered standard vehicles except where specifically stated by law
