Requires all referendum questions submitted to Wisconsin voters to be written in plain language, adding to existing requirements that questions be concise

Mandates that proposed constitutional amendments clearly disclose whether any part of the amendment is already contained in existing state statutes as of the date of final legislative passage

Maintains current prohibition against wording referendum questions to require a "no" vote to approve something or a "yes" vote to disapprove something

Amends Section 5.64(2)(am) of Wisconsin statutes governing ballot form requirements for constitutional amendments and other measures submitted to voters
