Expands existing wire tampering laws to cover video service, broadband service, and wireless service infrastructure in addition to telegraph, telecommunications, and electric power lines

Upgrades the penalty for intentionally breaking down, interrupting, or removing utility lines or destroying utility property from a Class B misdemeanor to a Class I felony

Upgrades the penalty for intentionally making unauthorized physical electrical connections to utility equipment from a Class A misdemeanor to a Class I felony

Maintains the Class B misdemeanor penalty for removing structures with attached utility lines without providing 24 hours' notice to the company
