Prohibits abandoning boats on Wisconsin waters or adjacent riparian land without landowner consent, defining abandonment as leaving a boat unattended for more than 7 consecutive days or leaving a boat that is submerged, in disrepair, or poses hazards to navigation, safety, or environmental health

Requires law enforcement to issue written notice to boat owners, giving them 30 days to remove an abandoned vessel; authorities may immediately remove boats posing hazards without notice

Establishes penalties of up to $10,000 in fines and/or up to 9 months imprisonment for violations

Mandates violators complete a boating safety course before operating a boat again, with permanent revocation of any existing safety certificate

Holds violators liable for all costs incurred by the DNR or local law enforcement for removal, storage, or disposal of abandoned boats
