Creates a $9 million continuing appropriation in fiscal year 2025-26 through the Department of Veterans Affairs to support war memorials in counties with populations of 750,000 or more, which currently applies only to Milwaukee County's War Memorial Center.

Requires the memorial board to submit a written request describing intended use of funds and certifying it has secured equal matching funds to cover at least half of total project costs.

Permits funds to be used for operational expenses (memorials, capital projects, exhibits, programs, salaries, insurance) and for maintenance, repairs, development, construction, or improvements to facilities and grounds.

Requires DVA to review funding requests within 60 days and disburse approved funds within 30 days; memorial boards may request reconsideration of denials within 90 days.

Mandates annual reporting to the Joint Committee on Finance and legislative standing committees on veterans matters describing how funds were used and the remaining appropriation balance.
