Requires child welfare agencies to notify the U.S. Department of Defense within 24 hours when initiating a child abuse or neglect investigation involving a child whose parent is a member of the U.S. armed forces, reserves, or Wisconsin National Guard

Limits the required notice to only the name and address of the child or expectant mother and the fact that an investigation has been initiated

Applies the same confidentiality protections to these Department of Defense notices as currently exist for all child abuse and neglect reports

Amends Wisconsin Statute 48.981 governing child abuse and neglect reporting procedures
