Extends ignition interlock device (IID) restriction periods by 180 days for each occurrence of: three or more violations within 60 days, tampering with or attempting to circumvent the device, or unauthorized removal of the device

Defines a violation as a breath sample above 0.02 grams of alcohol per 210 liters of breath or failure to provide a passing sample within the 5-minute retest window

Eliminates the 30-day waiting period for first-offense test refusal cases, allowing immediate eligibility for an occupational license upon IID installation

Eliminates the 45-day waiting period for second and subsequent OWI offenders to apply for an occupational license, requiring instead that an IID be installed on each vehicle the person operates

Requires the Department of Transportation to develop an electronic system for IID providers to report real-time usage, violations, and compliance data
