Creates a loan program administered by the Higher Educational Aids Board (HEAB) for Wisconsin residents enrolled at least half-time as graduate students in school psychologist programs with a minimum 3.0 GPA

Provides loans of up to $10,000 annually for a maximum of 3 years, with a total cap of $30,000 per student

Forgives 25% of the loan principal and interest for each school year the recipient works full-time as a school psychologist in a rural county or urbanized area at a public or private K-12 school

Sets loan repayment at 5% annual interest for recipients who do not qualify for forgiveness

Requires HEAB to include a funding request for this program in the 2027-29 biennial budget submission
