Amends Wisconsin statute 46.286(1)(a) to add deaf-blind individuals to the list of those who automatically qualify for functional eligibility for Family Care

Family Care is Wisconsin's community-based long-term care services program for adults 18 and older with disabilities or frail elders

Under current law, functional eligibility requires meeting a level of care need as determined by the department; this bill creates an alternative pathway for deaf-blind individuals

Uses the federal definition of "deaf-blind" from 29 USC 1905 to determine eligibility
