Each chapter of the Wisconsin Administrative Code expires 7 years after creation or readoption, requiring agencies to actively readopt rules to keep them in effect

Agencies may submit readoption notices between January 1 and March 1 of the year before expiration; if no member of the Joint Committee for Review of Administrative Rules (JCRAR) or standing committees objects within 40 days, the chapter is automatically readopted

If any committee member objects to readoption, the chapter expires unless the agency goes through the full standard rule-making process to readopt it

JCRAR must establish a schedule for expiration of all existing code chapters currently in effect, with expirations occurring between January 1, 2028 and January 1, 2035

Agencies are required to avoid using words or phrases in rules that are outdated, derogatory, or offensive
