Requires a $25 voluntary payment for annual plates or $50 for biennial plates (reduced to $25 if issued during the second year of the biennial period), in addition to standard registration fees

DOT retains up to $23,700 or actual initial production costs (whichever is less) from voluntary payments to cover startup costs, with remaining funds deposited in the transportation fund

Plates may display 1-7 characters (letters, numbers, or combination) for identification
