State agencies, the legislature, judiciary, and state authorities are prohibited from awarding contracts for materials, services, or construction to employers not enrolled in the federal E-Verify program or who knowingly employ individuals identified as ineligible to work in the U.S.

Contracts violating these requirements must be terminated without liability for uncompleted portions, and all state contracts must include written notification of E-Verify compliance requirements with employer signature confirmation.

State agencies must verify employment eligibility through E-Verify for all new hires and cannot offer employment to individuals identified as ineligible to work in the U.S.

Local governmental units must verify employment eligibility through E-Verify for all new hires after the effective date and cannot offer employment to individuals identified as ineligible.

E-Verify requirements do not apply if the federal program is discontinued.
