Local governing bodies (county boards, town boards, village boards, and common councils) may not adopt procedural rules that permanently block reconsideration of previously failed ordinances or resolutions

An ordinance or resolution that is substantially similar or identical to one that previously failed may be taken up again if at least 2 years have passed since the earlier vote

Applies to all Wisconsin counties, towns, villages, and cities, including first-class cities operating under special charter (Milwaukee)

Preserves the general authority of local governing bodies to otherwise determine their own rules of proceedings
