UW System Board of Regents must contract with a vendor to provide virtual mental health services for students at institutions with 30,000 or fewer full-time undergraduate students

Virtual services must complement existing campus mental health offerings, expand access beyond traditional business hours, and include evidence-based wellness content with behavioral health coaches and licensed providers experienced in higher education

Vendor selection must prioritize providers with at least 5 years of experience serving higher education institutions and demonstrated ability to collaborate with on-campus clinical staff

Vendor must submit annual reports on July 1 to the Board of Regents and legislative committees with jurisdiction over higher education, including usage statistics at both system-wide and individual institution levels
