Ratifies Wisconsin's entry into the Cosmetology Licensure Compact, allowing cosmetologists with a "multistate license" to practice in other member states under each state's scope of practice laws without obtaining separate licenses

Creates a Cosmetology Licensure Compact Commission composed of one delegate from each member state's licensing authority, with powers to adopt rules, assess fees, maintain a data system, and enforce compact provisions

Establishes requirements for multistate licensure including holding an active, unencumbered license in the home state, paying required fees, and complying with each state's scope of practice laws where services are provided

Requires member states to participate in a coordinated database sharing licensure information, adverse actions, investigative information, and disciplinary history across all compact states

Compact becomes effective upon enactment by 7 states; states may withdraw with 180 days notice, and amendments require enactment by all member states
