Authorizes agencies to share a child's permanency plan and written comments with out-of-home care providers before permanency plan reviews or court hearings

Out-of-home care providers include foster parents, guardians, relatives (other than parents), nonrelatives caring for the child, and operators of group homes, residential care centers, or shelter care facilities

Requires redaction of confidential information protected under state and federal law before sharing plans with care providers, including child abuse reports, mental health records, and educational records

Applies to both CHIPS (child in need of protection or services) and JIPS (juvenile in need of protection or services) proceedings

Takes effect 30 days after enactment for permanency reviews or hearings commencing after that date
