Expands ATV/UTV crossing authorization to include bridges of any length, culverts, and railroad rights-of-way (removes previous 1,000-foot bridge limit), and permits operation on any roadway during government-declared emergencies

Strengthens careless operation penalties by adding "reckless or negligent manner" language and allowing courts to impose treble damages for property damage, plus requiring operators to restore, rebuild, repair, or replace damaged property

Requires ATVs and UTVs to be equipped with functioning brake lights in addition to existing headlamp and tail lamp requirements, with all lights maintained in working condition

Creates new "patrol vehicle" classifications for ATVs, UTVs, off-highway motorcycles, and snowmobiles owned by government entities or public safety corporations, exempting them from certain speed and highway restrictions when responding to emergencies

Directs DOT to revise its Highway Maintenance Manual to allow ATV route requests for short state trunk highway segments connecting to businesses such as gas stations, grocery stores, and bars
