Vehicle operators must stop and remain stopped until pedestrians, bicyclists, electric scooter riders, personal delivery devices, and electric personal assistive mobility device users have completely crossed the roadway at crosswalks

Changes current law from "yield the right-of-way" (reduce speed or stop if necessary) to a mandatory stop requirement at both signal-controlled and uncontrolled intersections and crosswalks

Applies to vehicles making turns on green signals, right turns on red signals, and vehicles proceeding through intersections on green or flashing yellow arrow signals

Pedestrians and other crosswalk users remain prohibited from suddenly leaving a curb into the path of a vehicle that is too close to stop

Amends multiple sections of Wisconsin Statutes Chapter 346 governing traffic regulations at intersections
